Naja, aber wenn die dafür Wälder in Kanada und Alaska abholzen, ist das Problem ja auch nicht gelöst. Dort leben zwar keine Sami, aber Bären gibt es trotzdem, die schließlich auch den Wald brauchen. Deshalb rede ich ja auch von Recyclingpapier, übrigens NICHT(!) vom Recycling von schon benutztem Klopapier. Wie sollte das überhaupt gehen? Will sich da einer an den Gulli hocken und Klopapier angeln?!? :D
Aber was anderes: Die finnische Regierung sagt nichts dagegen, weil sie sich den Umweltschützern nicht beugen will? Für so blöd hatte ich die nicht gehalten. Es geht doch nicht um Machtspielchen.....Ist das jetzt echt der Grund dafür?

@Klaus: Im Vergleich zu den riesigen finnischen Wäldern ist der deutsche Wald doch rein gar nichts...Größtenteils ist der Wald auch stark geschädigt oder steht unter Naturschutz.

In Finnland gibt es nun mal sehr viel mehr Wald und irgendwo müssen wir nun mal Holz herbekommen. In Sibirien, Alaska oder Sibirein abzuholzen ist ja keine Alternative.
Um global mehr Wald zu erhalten bin ich deshalb voll Kaisas Meinung, dass einfach mehr Recyclingprodukte genutzt werden sollten ;) .

Sibirien ist ein Teil von Russland, genauer gesagt im Osten von Russland, zwischen den Flüssen Jenissej und Lena, nördlich des Baikalsees!
Naja, aber 3mal so teuer ist ja wohl übertrieben! Ich habe erst letzte Woche Recyclingpapier von Greenpeace beim Karstadt gekauft, ein Heft kostete 39 Cent, die Nicht-Recycling-Hefte 25Cent.
Aber dass man so ziemlich alleine ist mit Recyclingpapier, ist leider wahr. Und viele wollen auch nicht einsehen, dass man Recyclingprodukte kaufen sollte. Ich hab`s oft genug in der Schule versucht, aber die Antworten lauten dann immer: "das ist aber zu dunkel, das sieht dann total hässlich aus!", "das bekommt man aber nicht beim Aldi und da mach ich mir doch nicht die Mühe und gehe extra noch in ein anderes Geschäft" und eben die Sache mit dem Preis!
Ganz schön fies, dass man dafür den letzten Urwald Europas in Lappland, das Leben von Sami(die aber bloß als primitive Lappen angesehen werden) und vor allem der Tiere zerstört! Und in Kanada, Sibirien, Alaska ist es eben genau das Gleiche! Der Regenwald in Brasilien ist zwar noch gefährdet, aber da sind die Menschen wenigstens auf das Problem aufmerksam gemacht worden! Wann kommt eine Krombacher-Kampagne für die borealen Wälder auf der Nordhalbkugel?

ich bin an sich auch fuer die umwelt. zum beispiel wenn ich mit meinen freunden unterwegs bin und einer davon will seinen muell in der natuer zuruecklassen, dann hab ich den auf und bring ihn entweder eigenhändig zum papierkorb, oder ich stopf ihn der betreffenden person irgendwo hin - hosenbund, kragen, gibt ja viele möglichkeiten, wenn man fies sein will ;)
in solchen punkten regt es mir wirklich auf - wenn einem absolut KEIn zacken aus der krone fällt, wenn man was fuer (bzw zumindest nciht gegen) die umwelt tut.

nur, andererseits... heutzutage ist es eben so, dass man sich ziemlich ohnmächtig vorkommt - ein einzelner beitrag zur umwelt bringt nichts. recyclingpapier ist gut und schön - nur, wenn es dreimal so teuer wie normales ist, wer keuft es denn in zeiten von hartz 4? zunächst guckt man doch auf den preis, gerade, wenn man kein geld hat...

So sehe ich das nicht...das könnte man ja immer sagen und ist immer eine gute Entschuldigung. Dann könnte man sich auch fragen, warum man sich korrekt, nett, freundlich etc. soll nach dem Motto: Es macht die Welt doch eh nicht besser.

Wenn es doch nur ein einziger Baum ist, den man rettet, hat man schon was gewonnen. Außerdem kann man als leuchtendes Beispiel andere mitreißen und man kann zumindest ein beruhigteres Gewissen haben ;) .

Und ein gutes Gewissen ist 'ne Menge wert, kann Dir vor allem keiner nehmen, ist auch unbezahlbar bzw. kann man nicht kaufen.

Natürlich bin ich auch der Meinung, dass wesentlich mehr Recycling-Papier genutzt werden muss! Z. B. für so "wertlose" Papierarten wie Klopapier oder so was, warum muss dafür überhaupt ein Baum gefällt werden?

Debate on Forest Code; Rivers and Streams Code in the Russian Federation



Honourable Boris Vyacheslavovich,

We have been informed by representatives of indigenous peoples from Russia (represented by RAIPON and LIENIP) that you are currently debating the draft of a forest, rivers and streams code in Russia at its second reading. Going through the paragraphs particularly with respect to the forest code, we would like to share with you some concerns raised by reading the draft.

In general, no special attention has been given to indigenous peoples although the experience all over the world has sufficiently shown the paramount importance of the forest for indigenous peoples seeking to sustain their historically and culturally developed way of life. Based on our longstanding work with indigenous peoples, we would like to make you known the vital importance of the forest for indigenous peoples' social security, economic activity and practising their religion. The forest is home and cosmos of indigenous peoples; and in Russia too. The loss of free access to the forest, be it through privatisation or commercial use for third parties, leads inevitably to the detriment of indigenous peoples.

Similarly, e.g. the indigenous reindeer breeders will face the lost of their usage rights by granting licenses, leases or auctions which will threaten their historical grazing grounds in the forest. According to the provisions of the current draft forest code, to maintain their usage rights, indigenous reindeer breeders are required amounts of money which they simply do not have and which they do not need in the traditional use of the land.

Taking these experiences into consideration, e.g. the currently debated forest code in India shows a highly sensitive approach to those issues. The same can be stated for many countries throughout the world where indigenous peoples live: Those forests, which are traditionally part of indigenous communities enjoy special legal protection and the existential significance of the forest for these communities is recognised by law. Additionally, the best experience in using the forest has been in those areas, where the forest, irrespective of its commercial use, has remained public property.

In addition, all our indigenous partners in Russia complain about the rudimentary consultation process - if any - which did not involve exactly the most affected stakeholders at all. We are surprised about the institutional procedure on the forest code so far. Although the Russian Federation did not ratify the ILO Covenant 169, we may mention that the provisions for consultation based in that covenant are meanwhile - in large parts - accepted as standard on international level and in regions like Latin America as well.

We finally wonder whether the current draft version of the forest code has been checked with the fundamental norms of international human rights standards as the International Covenant on Civil and Political Rights (ICCPR) and the International Covenant on Economic, Social and Cultural Rights (ICESCR). These covenants, ratified by the then Soviet Union in 1976, provide special rights for all people in Russia to sustain their basic existence adequate to their way of life. Therefore, we again are of the opinion that any code regarding the further use of the forest and its resources, must first and foremost consider the use by indigenous peoples.

Based on the current draft version of the forest code, we seriously fear for the social and cultural existence of many indigenous peoples living in Russia. Similarly, we are deeply concerned about the rivers and streams code, which is being debated at the same time. In other words, we fear the extermination of the cultural existence of the indigenous community.

Therefore, we appeal to you:

a)to set up a moratorium on the passing of both the forest as well as the rivers and streams code;
b)to ensure that the aspects which concern human rights and indigenous issues are comprehensively considered and debated adequately, as well as
c)to guarantee the necessary consultations with indigenous peoples according to minimal international standards.

We urgently appeal to consider these concerns as the second reading of the draft is taking place now.

The destruction of Saami forests in Finnish Lapland started again

The long lasting forestry conflict in Finnish Lappland is again in a very
urgent state. The Finnish state owned company, Metsähallitus,
has started large scale logging operations in the home area of indigenous
Saami people on the 14th of May, 2007.

These logging have been critisized for the following reasons:

-there is no solution yet for the land ownership conflict between
indigenous Saami
people and the Finnish state.
-the Finnish state has not proven to be the actual owner of the forests
that it is logging right now.
-the clear-cutting style of logging ancient forests in the extreme north
of Europe cannot be accepted from an ecological and micro-climatical point
of view.
-the loggings destroy the very basis of the culturally important Saami
free grazing reindeer herding tradition
-the loggings waste the ancient forests and its wood and leave less
possibilities for future truly sustainable continuous cover forestry
without destructive clear cutting.


Among others Union of Ecoforestry urged Finnish
parliament to stop the logging immediately and distributed for
parliament groups the documentary movie Last yoik in Saami forests
(http://elonmerkki.net). Until now there has not been any public reaction
by the Finnish government. The silence in Finnish media also continues.

The director of the movie, Hannu Hyvönen, expressed his feelings about the
on-going loggings recently: "It is quite easy for us to update this sad
turn-up in the documentary movie, but we cannot update these forests which
are now again cutted down."

1. Centre of Saamiland

In northern Lapland, over one thousand kilometres north of Finland’s
capital, Helsinki, lies the largest remaining wilderness in Western
Europe. These fells and forests are the homeland of Northern Europe’s only
indigenous people, the Saami. The land rights issue in the Saami homeland
is unsolved.

2. Pulping the Saami forests?

Traditional reindeer herding is the one essential basis of
Saami culture.

During the cold Arctic winter months, old-growth forests provide a
lifeline for grazing reindeer. On the old trees grows the arboreal hanging
lichen that is an essential wintertime food for the reindeer.

However, the Finnish state-owned forestry company, Metsähallitus is
destroying important winter grazing forests that are vital to the
reindeer. These old-growth forests are harvested for production in the
Finnish pulp and paper industry.

3. Who owns the land?

One big and still unsolved issue is the ownership of these forests.
Finnnish state cannot prove its ownership and still continues

4. Greenpeace arrive
The long-lasting conflict between Saami reindeer herding interests and
government-owned industrial forestry flared up in the spring of 2005.
Local Saami reindeer herders joined environmental organizations and
started an international campaign to save the reindeer grazing forests
from logging.

5. Cutting break and Antiterror infocenter

Greenpeace contacted the paper buyers. Forest industry giant Stora Enso
decided soon to stop buying wood from the disputed forests.
Metsähallitus had to stop the logging.

The conflict escalated towards violence when forestry workers, supported
by the Finnish government forestry company, set up their “anti-terror”
camp next to the Greenpeace Forest Rescue Station in the disputed forests.

They started attacks in the Greenpeace camp in nights
and days.

In May 2005 cutting moratorium continued and Greenpeace moved avay their
camp to cool down the atmosphere.

6. Stora Enso and Metsähallitus started loggins again in June 2005

But in July Stora Enso announced to their customers to start the
wood buying again and Metsähallitus started their cuttings in the area of
Nellim reindeer herders.

7. United Nations intervention

In November 2005 reindeer herder Kalevi Paadar with his brothers made a
complaint for UN Human Rights Committee and claimed that cuttings in their
village destroy their possibilities continue the traditional free crazing
with reindeers and so violate their Saami rights for manage own culture.

UN Human Rights Committee asked Finland to stop cuttings for further
researches.

8. Illegalism in Lapland

The cuttings were stopped but the dialogue did not continue. The prime
minister did not want to join in discussion and the chair of Finnish
Secret Policy accused Greenpeace to be a violent terrorist organization:
